Get his rego and lodge a traffic complaint form. The shoulder/breakdown/emergency lane is only for stopping in an emergency not revenue gathering. Unless an emergency service vehicle has it's beacons on it's not exempt from any traffic regulations.
The police love sending out infringement notices when there are events such as the fireworks display over the harbour and idiots try and park up on the motorway so it's obviously illegal.
He might learn a lesson like the highway patrol unit did a few years ago who was stopped SH2 southbound by BP in the shoulder with his radar on and got rear ended by a truck and had his car written off. There is a very good reason why the entire stretch of road from Petone to Wellington is signposted as a no stopping zone.

And yeah.... like stuff that. If my employer put me there for a task, they would be in SOOO much trouble... There are plenty of safer places/ways to catch speeders...

Sbiddle's comments reminds me of when one of the old Highway Patrol cars was caught speeding with no lights on, and got a speed ticket for that from another Highway Patrol car... This was some years ago, I think around the Wellington - Petone - Hutt area.

The driver of that police vehicle should have turned on the warning lights, for parking it such a dangerous place. OSH should get onto this danger.
