It's obviously a have by someone winding telecom up... especially the first 2 decisions (AMPS was going well fast in 1987, GSM in 1990 was a right pig as well until about 1999 - I was with Bellsouth when Wellington was rolled out, and the handsets were just dire).

But... Ms Wittens decision to go CDMA over GSM in 2000.... hmmm, well uninspiring... and T3G was a $40m overlay to the existing network, rather than a new build... still, hindsight....

I still remember when the Resource Management Act was being used to hold up deployment of the Island Bay cells... when the guy complaining came to court, he argued the cells would intefere with the aliens ability to land in his back garden (!!).... that little stunt delayed service by 18 months...
