Reading freshmeat.net today, I saw the release announcment for cegcc - a cross compiler for Windows and Linux that creates Windows CE ARM PEs (pocket executables).
Be warned, CEGCC is still beta and probably only works with WinCE 4, but there is hope! We can develop Pocket PC applications without giving limbs to Microsoft, also by using pythonce and PHP speaks for itself.
