Ryan Pierson at Delighted Robot nails the issue at the bottom of his Ten Reasons Corporations Stick with Windows list where he writes:

There really isn’t a big pain point right now with Windows

And that’s just it. Business people know the pain moving to anything else is going to be worse than sticking with what they know. Microsoft almost blew that with Windows 8, which hasn’t been an easy move for some users.
