I believe (but have not confirmed) that it's dependent on the SIM. With a Skinny SIM, the APN settings may become visible.
The iPhone only cares about the MCC/MNC to use a profile and the Telecom XT Profile has the same MCC/MNC and the APN Settings are hidden with the 530/05 MCC/MNC profile .
This is a limitation of how Apple does its Profiles.
We may see an update from Apple in the near future so APN Editing is allowed (maybe) if Telecom ask them to do that.
