Telecom's small size means they have no leverage against the international networks who on-charge them the outrageous rates, So I can only guess that this great announcement will be some form of automatic cut off at some $ level....

Telecom will announce what are expected to be dramatic cuts to its overseas roaming prices this afternoon, the company has signalled.
After increasing broadband data caps and improving its pre-pay pricing plans, Moutter said last month that mobile roaming was next up on his hit-list as he sought to make the company's pricing more competitive.
Telecom has scheduled a media briefing at 2pm to explain the roaming changes, promising a "breakthrough".
"I've been a customer for four years," Moutter said, referring to his four-year stint as head of Auckland Airport. "I have had those big bills and I'm looking for our company to solve that problem."
