I had a problem with my ADSL connection a few months back where it slowed down to virtually unusable speeds. (have splitter installed, new house).

A technician fixed something in the whisper cabinet and my sync speed went up to ~23,000kbps but after a few days it reduced to ~20,000kbps (my pre-fix speed too). 

Being a bit interested in this, I was wondering if it were possible to regain the 23,000kbps speed.

I have read somewhere on this website that telecom can put you on different profiles and I asked them on the phone about this but they didn't know what I was talking about so no luck there. 

Is it possible to increase my speed based on the above connection stats?  Or, am I at max speed and the previous speed boost was due to some testing they were doing?

You are correct, and I did say I had a splitter installed in the first sentence :)

First lines says "have splitter installed" so I guess he means master splitter installed. Perhaps OP can confirm this splitter is a wired in master, and not just a plug in?

I'm only asking because my speed was faster but dropped; they gave me a taste of faster speeds then took it away .  

I know the current speed is still great and I am happy with that but I am the type of person who likes to tweak settings to achieve the best possible performance :)

eg, I found out you don't muck around with the vci setting you get 0 speed then :) 

I'll probably move to UFB in a few months anyway but still interested in this. 

I saw a graph on GZ that said at my distance I should sync at 24,000kbps.

Yes, it is a wired in master, i didn't know there was a different type actually.

Simple answer is no, the conservative Chorus 12dB noise margin dictates the sync speed.
