I have my new iPhone 4S and tried speed tests over the cell phone network from about 4 difference places and the fastest I can get is 5Mbps down / 1Mbps up.

I've seen other people showing speed tests overseas (same phone different networks ) getting 12-15Mbps down.

What areas in NZ should I better speeds over Telecom's Network.

Wikipedia says 

"The network is HSPA+ enabled, with a maximum downlink transmission rate of 21.1 Mbit/s and an uplink rate of 5.2 Mbit/s attainable for capable hardware" 

The iPhone 4S does HSPA+

John is right, the Apple iPhone 4S Tech Specs page says "UMTS/HSDPA/HSUPA", nowhere does it say "HSPA+". In saying that, this chart shows that the chipset does in fact support HSPA+:



but as this one shows, only up to 14.4 Mbps:

15M is near enough to the Max 14.4 (speed tests aren't 100% accurate)

It seems my tests are always capped at 5M/1M from all the places I've tested (maybe I'm unlucky). Doing the tests over wireless I can easily get 35M/35M

The Specs says the iPhone 4S should be able to do 14.4Mbps HSDPA  and 5.76Mbps HSUPA . Or are there lots of different "types" of HSPA+  which limits it?

the iPhone 4 was 7.2Mbps  / 5.76Mbps

You'll virtually never get to the theoretical maximum aside from on test networks, and probably not even then to be honest. Though it's definitely possible to get higher than 5mbps

HSPA+ and HSDPA are entirely different things - HSPA+ isn't just a 21Mbps upgrade to the 14.4Mbps maximum of HSDPA, it uses different modulation and different network resources.

Typically speaking it's entirely possible to get 10Mbps on a 21Mbps HSPA+ device and 5Mbps on a 14.4Mbps HSDPA device in the same spot at the same time.

Telecom also haven't deployed 5.76 HSUPA on XT so upload speeds are limited. Vodafone have deployed 5.76Mbps HSUPA across a number of sites now.

There could also be HSDPA configuration restrictions on sites, it the site may only be configured for 7.2Mbps HSDPA while theoretically it could support HSPA+ 21Mbps.

Do you know if Telecom will deploy HSUPA Category 6 on the XT network ? It would be great to get the full functionality of my S2. Such as faster uploading of pictures to Facebook etc...
