I would have thought going down a hill would be a more important place to enforce the speed limits, as your slopping distances are reduced by gravity, and make you less able to avoid any obstacles that may jump out at you. This seems like a good place to do it IMHO.

I am always amazing at how important other people's lives are that they can justify speeding, unsafe overtaking and tailing gating just to save a few minutes (or less). I often wonder if there isn't something else going on here, such as people being upset that I'm driving to the speed limit and leaving a safe distance between me and the car in front, but again, they must be more important than me. If you tail gate me while I am doing the speed limit and you can not overtake me, then I WILL slow down. If you beep, I'll slow more.

Yep because slowing down and frustrating even more people is certainly safe.  you speed up for passing lanes so the "unsafe" drivers cant pass you?

No, of course not, I let them pass.

EDIT: I want to make it clear that I don't really care if they speed, I care if they try to force me to speed up while I am doing the speed limit. If they wish to break the law, fine. But they are also trying to intimidate me into breaking the law by following me at an unsafe distance.

Same, if I'm doing the speed limit and someone's sitting right on my bumper I slow down to about 80, not to frustrate them (well that's not the main reason) but if I have to break suddenly and they slam into the back of me at 80km/h there's a higher chance of survival than at 100km/h. Trying to muscle someone out of the way is bloody stupid.

Changing down 2 gears and rev matching, followed by sudden decelleration without brake lights will scare the poop out of them.
The only problem is, you need to know what to do if they're stupid enough to only rely on brake lights to tell when someone infront of them is slowing down.
Which is why I don't recommend it.

As most drivers that tail gate are not the smartest or greatest drivers in the world, I would personally avoid doing this; it may result to modifications to the rear end of your car. Also, I find that a number of tail gaters have anger issues (hence the intimating driving). If you have to stop at a red light, or pull over, it may result in modifications to the front end of your face. 

I find a gentle slow down to an annoying (but safe) speed generally gets the message across, followed by prompt speeding up to a safe driving speed once they decide to follow at a safe distance. 

In fact, the defensive driving course I took years ago (to reduce the time needed to get a full licence) recommended slowing down when being tail gated. I am sure many others do it too.

The "correct" procedure when you're being tailgated is indeed to slow down and increase your following distance from the car in front. Makes perfect sense.
