They were when the library was first opened but could have been converted to Pay and Display by now.

*SIGHS* City planning isn't one of the strength that can be easily found here...

However, the vulture like behavior is, blatantly obvious, might I add...

I had parking warden watching me trying to figure out why the machine won't take my money and then ran to the next machine to pay for the ticket, as soon as I walked away, a ticket arrived on my windscreen... My own fault, for not spotting the the clearway sign that was partially obscured by building structure... But if I was the parking warden, I would have politely remind the person about the clearway sign.

Do these employees still get paid on commission down there??

I agree this scenario is quite harshly dealt but the fact of the matter that as far as the legislation stands as soon as the wheels of the car stop turning you are deemed to be parked.  Except for in a metered zone where you are not legally deemed to be parked until after 5 mins. (at least thats what is use to be when I was in the Police a lifetime ago)

So technically you are in the wrong, but morally I would have thought some common sense would apply (although they don't teach that in school these days)

By all means write in, be polite, explain the situation, and ask for a reasonable decision.  At the end of the day however they are "technically" correct in proving the offence occured.

"The Council contracts Tenix Solutions who subcontract Parkwise, a subsidiary of Armourguard, to monitor parking in the city." I don't think common sense survives all the contracting.

I have corresponded with a senior Council manager about parking issues and gave up as his ideas about what should happen were removed from the reality of what does happen.

Well, in any case, things could have been a lot worse, like car getting snatched and held for ransom by towies... (they take up 1.5 parking space while wait and watch other people's meter tick over)

At the end of the day, if we don't want these guys to make money, keep to the rules.  I've heard it all before from mates who get tickets/clamped; "I should be okay here for a minute", "nobody will mind if I park here", "people can easily go around me" etc etc.

As said, ask nicely and put forward a reasonable case.  If you don't ask then the answer is no.  It's not their fault for doing the job they are employed to do.  It's just supply and demand - sometimes people make poor choices in their driving and parking so somebody has to enforce the rules.

It also annoys the heck out of me drivers who park with 2 wheel on the pavement - so far that I have to walk through mud and grass to get past them.  I'm tempted to report them using http://www.police.govt.nz/service/road/roadwatch.html - better still I'm hoping that some kid on a scooter puts a nice scratch down the side.

Ever wonder what would happen if there were no parking enforcers?  Visit Italy!  Last time I was there they parked a car in any conceivable space with no regard to anyone else.

Here in Mt Maunganui, courier vans constantly block traffic in the town center. They just stop their vans in the middle of the road, jump out and deliver their goods.

The car wasn't empty, and it wasn't fully stopped until the second that I opened the door.

I've got no problem writing a letter which will state the facts in an appropriate way, I'm not about to destroy my case by being unreasonable.

Goods vehicles and Taxis do have certain allowances.

REALLY???  I always wonder why police drive right pass those courier drivers park right in the middle of the road without a blink......
