This link provides information for people wondering how and if they would benefit from the improved theoretical speeds offered by ADSL2+ technology.

From today you will be able to see for yourself if you are in an ADSL2+ area, online at http://chorus.co.nz/service-availability-tool

If you're not in an ADSL2+ area, this tool will give you an estimated date when a cabinet will be installed in your area.

For example certain Pakuranga address show as:
This address is scheduled to be connected to a roadside cabinet with ADSL2+ technology in approximately Oct 2011.

For billions of years since the outset of time, every single one of your ancestors survived, every single person on your Mum and Dads side, successfully looked after and passed onto you life.  What are the chances of that like?

They've also talked about new plans where the uplink speed is no longer capped (YAAI) but they haven't updated them yet.

All exchanges have been upgraded to ADSL2+......but a lot of roadside cabinets still have got ADSL1 gear inside them.....people who are directly connected to the exchange can get ADSL2+ speeds but people like me who are connected to a roadside cabinet with ADSL1 gear have to wait till April 2010 for Chorus to upgrade the cabinet to ADSL2+. My exchange already has ADSL2+ gear inside it. Exchange is more important than a cabinet. Chorus is mainly adding more cabinets so that majority of the broadband users fall within 2km from the cabinet to achieve ADSL2+ speeds....

If your upload speed is 128kbps then that's the primary reason why you are getting less than 5mbps. Upgrading to a FS/FS plan will unleash the full potential of your line.....or you are connected to a cabinet with ADSL1 gear that needs to be upgraded....

This is what my Linksys wag160n modem says

Downstream Rate: 4737 Kbps
Upstream Rate: 166 Kbps

Speaking of which are there any modem setting tweaks available to enhance/improve adsl performance?

I got July 2011 as well (New Lynn, Waitakere City). Just across the road in Blockhouse bay they already have ADSL2+.
