To add on top of it, the new Windows Phone dev center website now allows developers to be paid via their paypal account as well along with new reporting tools, set different pricing for different countries, waay more countries to target apps and a new backend which is bigger and faster.

pubCenter still doesn't seem to have any way to enter NZ payment details though. It only has United States for everything.

All things considered, pubCenter actually makes Google DFP seem easy.

I contacted support about the missing payout option for the new countries.
The answer was that they are aware of it and know the reason. But they don't know yet when they will be able to give a timeframe about how long it will take for a fix. This is over a month after they claimed it is working for the new countries.
My interpretation is they have put it on a to-do list with lower priority. If anyone here would like being able to make a payout over the next months or anytime soon I would suggest contacting psupport@microsoft.com about the issue. It's probably best to let them know there is more than one person having this problem.
