When pre-ordering games do stores usually take payment up front or do you pay when the game ships/is collected?

Really not sure what to make of this, DSE are accepting pre-orders for GTA V for PC:
DSE GTA V for PC with a supposed release date of 30 June this year.

Now unless I've missed a few tricks, the GTA V release date for the the two 'big' consoles hasn't even been announced yet, let alone the PC port (I hope I'm wrong).  This lagged by 9 months or so for GTA IV if I recall correctly.

Seems a bit cheeky.  Alternatively I guess if you paid your $99 and it turns to retail at $150 on release I guees they'd have to honour it.

Normal to pay up front for pre orders. Having a pre order for a game that doesn't have release dates set for each platform yet is rarer but does happen.

Not sure how authoritative that information was though.  They had a bit of sale, but certainly nothing groundbreaking in their Featherston St. store.  Other than that I have only come across the thread here on Geekzone and the on on reddit.
Does anyone know of an official announcement anywhere?
