OK, so I have some video and movie files that I legally own. 

I want to play this content on my xbox, I can put these on USB thumb drives as these are formatted to FAT32 by default. 

But I have a 1TB Seagate HDD which would be a lot more convenient to load the files onto for playback over  the xbox. 

Now the problem is that default format is NTFS and the other option is exFAT, neither of these are recognised by the xbox, it needs to be FAT32.

Can anybody recommend a way to reformat a 1TB Seagate HDD to FAT32?

I have tried using the xbox as a server for the laptop, I currently only own the one computer. 

The issue is that when I want watch stuff my partner wants to use the laptop for other stuff.

I tried connecting the laptop to the xbox once wirelessly but the laptop kept overheating and shutting down. Since then I read that this is a widespread problem but it may have been resolved. 

Being able to use the HDD and xbox independent of the computer would be a lot more convenient if possible.

Make a couple of smaller partitions on the 1TB? I've never tried this on the xbox but works on the external I've plugged into my TV as a PVR

Use gParted live CD to partition...

XBOX 360 I assume you mean :)

Check out Swissknife - I used it to create a 500GB FAT32 partition on my external drive.

They did have a free version for a while, so do some hunting and you'll probably find it.

Just remember, you'll still be limited by FAT32 rules, so files over 4GB wont copy etc
