I want to add a call to action email form to my facebook brand page or an external website that offers free hosting, that would allow my fans to send emails not to me but to someone else. A call to action type form like this one https://action.eff.org/o/9042/p/dia/action/public/?action_KEY=8226 with the subject line and body fields pre populated.

How do I do this?

Sounds like it would be open to abuse and spam. You would be better just to have a email link with those already filled in as part of the link.
