When I tried to connect to the link below I get a mainly blank page with this message:
'HTTP 500 Internal Service Error'

Does this mean Reading haven't paid their web ISP or Orcon won't let me get there ;)

Neither of the options. It actually means their webserver has a problem and can't respond to the request received from your browser.
