You mean expansion or rechanneling?

Expansion will be complete within the next couple of months and officially due by the end of June from memory. Rechanneling will not occur until ASO when existing analogue broadcasts cease so resuse of some of that spectrum for Freeview|HD can occur.

That's what I originally thought, but the footnotes on that document imply that some channels will move before ASO, then move again afterwards due to frequency conflicts.

Edit: Never mind, those are all new sites.

I have not checked the full channel details through, but one presumes that some of the channel changes can happen now as they will move into channels previously used by Sky/Tab which have already shut down.

Makes sense. I just looked up Te Aroha (since that's where I get it from) and A, B and C all seem to be available now (old Sky channels). D overlaps with analogue TVCentral but the frequency might be cleared up by the time they launch D.

I just found this:

"The restacking is planned to occur between April 2011 and May 2012, on a transmission site by transmission site basis."

Trackside is gone in may so that will help.
