Long story short 12 Y/O daughter managed to get the PUK Blocked on her samsung e2370, what's involved in getting the phone back to a working  state?

Usually after the puk is blocked, it might ask you for the PUK2 .

If not contact 2degrees, they might have to replace your sim.

PUK1 and PUK2 are not related as such,

You will require a new blank SIM to be activated on the mobile number

You'll have to pick up a blank SIM from a 2degrees Store, Dick Smith, Warehouse Stationery or Harvey Normans and call us on 0800 022022 to have the number moved over.
