I know the Skype .21 for Windows Phone 8 says "Even when the app is closed, you’ll begin to receive some call and message notifications so you can respond right away (under development)" but I never receive any notifications. 

People see me as "online" and try to initiate voice calls and IM conversations but I miss all of them. When I login on my laptop I get the notifications.

Does anyone have a different experience?

Nope, same experience as you.

Never had a Skype notification *ever* using MS's Skype, WP8 (portico), Lumia 920.

It's nearly as bad as their Facebook app! :)

Waiting for the famous update. Apparently internal testing, but it seems they take their time to bring the most basic apps, the ones that should be part of the platform from the start.

Hopefully, like the Windows (PC) product, it will also include an "auto-away" function just like the PC application, and the same full status functionality.

Skype on WP8 is still in beta, I'm running the beta and toasts are working

Also there is a big update to the FB app coming too

There are also a few other FB apps in the Store which are pretty nice, skins over the mobile web site, but still very nice

I'd also like to see Skype 'respect' the Messages, Online - settings.  Jeez, can't even set "Away" in Skype (closest for me is "Invisible").  And as said, the Online status is not honoured or read by Skype.  At the least, I'd lilke to see "Away" as an available status option in Skype.

And also implement the "away after x minutes inactivity".

Also I don't think it's particularly good that in "Me" we have a Pivot Control item "set chat status" (probably preferred?) and yet in the Messaging there's an app bar Menu Button for the status.  Not sure of the right word to use, but I don't think that's very 'uniform' or 'standard'.  It should be one or the other for consistency.

I'm very dissapointed with Skype for WP indeed.  My mother is totally deaf and is an old-school lipreader.  Since putting Skype WP on, we have been largely unable to connect up at the right time (no toasts!), and as a result, she does not comunicate with me on Skype anymore - one of the main forms of communication I have with my mother.

Pretty pissed off about that indeed.  I've even had to re-instate the paper fax machine!

The messaging is pretty bad. Missed a few Skype calls and IMs notifications on the phone because it does not respect my settings, you're right.

Update is available for Skype for WP8. You can manually update it if you search for Skype in the windows store.

Fixed issues:

Notifications - Incoming IM and call notifications, and staying Available, were not reliable when the app was closed
People Hub integration - Skype contacts not listed in the People Hub
Notifications from Messenger contacts - Incoming IM notifications were not shown if message was sent from a Messenger contact sign into Skype for Windows 8
Availability - Some Messenger contacts were not showing online

Neither.

I've turned off Messenger notifications to see if that helps, but I doubt it will :)

Try logging off the app and then log back in. see if notifications show up after that.

No joy here, Lumia 920 - tried two accounts. Have to be *in* Skype for anything to work. A video call took nearly two minutes (of "dialing") before it popped up on the phone.

But no joy at all outside Skype - no notifications at all (still).
