Can anyone help my sky decoder wont turn on. I don't want to replace it cause it costs.

The Sky decoder shouldn't cost anything to replace - it's not yours, it's theirs.

you rent the decoder from sky so therefore if it "breaks" like in this case it would be "replaced" free

You only pay for the call-out if the fault is not with their equipment. Even if you pay $600 for MySky you still do not own it and they will repair any fault with their equipment.

Prob just a fuse in the back blown though

not sure if they have the unscrew type

thats why I always plug my gear in 4 ways with spark protection
etc
amount of times lightning around here hits power lines

Pull the power cord out then plug it back in. That worked for me on the two occasions my ski box wouldn't turn on.
