As thread title says, I couldnt get into the closed beta with a key due being under 18 but now it has been fully opened but I still cannot access it. Still getting the "This feature is not available for your account. You must be over a certain age to use this feature. Learn more." error message....

Any ideas?

Are you using a Google Apps account?  You'll need to enable the service in the admin panel first.

How would I go about that? Couldnt find anything like that under settings

I am under 18 and am still getting that message. I have given up on g+, if they lock out the young audience - they won't be able to catch on.
