Yea replace the ring if you want, bit hard to tell if it's munted or not from the photo.

The connection to the toilet bowl is fine - they look ungainly and like they shouldn't work, but it's all fine.

I'm not a plumber, but I have replaced a toilet cistern and hooked up a dishwasher in the past few months with no issues :)

just an update:

i found that part of the problem was the J shaped downpipe is angulated sub-optimally between toilet and cistern.

so i have adjusted the angle of the cistern, rescrewed the screw and O ring as advised by the good sords, and it has been overnight now and there is no leak ...

(alternatively i could have re-angulated the Downpipe to a more acute angle but that was too difficult in my books)
