I never used to have any issue but for the past two weeks or so, I've been getting traffic shaped(capped at like 200kbps) on 90ish% of my international downloads, be they from an application like steam, game launchers etc or direct downloads.

Just wanting to know if it's happening to everyone or just me?

Telecom doesn't do traffic shaping.
