I have noticed this before in posted back in December 2013. The problem is... speedtest is faster than ever but actual download and streaming is not different than before.

Bingo.

Speedtest is useless. It will tell me I can watch 10 movies at once....and then I go back to stuttering video on the one stream I am trying to watch.

Lately, if i REALLY want to watch something, I tether the PC to my LTE-connected phone and stream it there. THEN is it fast. But the ADSL? Not nearly as fast.

I have no issues pulling 70Mbp/s to the states watching 1080P Vudu and Netflix.

remember to consider TCP window scaling, would account for your FTP speeds easily.

The problem is 99% of end users don't understand what QOE means. They're only interested in a real world speedtest result.
