When charging an e398, is it ok to charge when the battery isnt completely empty. Or do I have to wait till the phone is dead before recharging?

Depends what type off batt ! I would also check out what the phone maker advises.

if its a lithium or Ni-MH battery they should be perfectly fine to recharge if not empty mate.
