Do VISPs normally charge for traffic between their POP, and their subscribers?  I noticed that when I view my bill it shows the sip traffic on my fusion account is being metered, and charged.

No your SIP traffic with MyVFX is not metered and is free, if there an issue please log it with the help desk so they can start taking a look
