It seems my inability to update Windows Live Essentials stems from not having Windows Firewall enabled.

However, I am having trouble enabling it.

Looking at this: http://www.howtogeek.com/forum/topic/cant-turn-on-windows-firewall,

I got the following from the various commands:
Microsoft Windows [Version 6.1.7601]

C:\windows\system32>sc queryex mpssvc

This is what I'm presented with when in the Windows Firewall enabling screens:

http://img.photobucket.com/albums/v608/steviet/firewall2.jpg
(same also when Norton is disabled)

Does anyone know how to fix whatever is going on, so I can enable Windows Firewall?

.... and all I want to do is update Windows Live Essentials. :(

The second screenshot says it all "This settings are being managed by vendor application Norton Internet Security".

Norton Internet Security already has a firewall and you should not have two firewalls enable on your PC.

Also, for your specific problem... I have a couple of PCs that are running third party firewalls and have no problems updating Windows Live components.

How have you come to this conclusion? Have you seen some specific error message in the event?

I would receive this error: http://support.microsoft.com/kb/974061
I did restart. And I'd always get the update icon back again.
I googled and came across the Microsoft support forum where it was said that you need to enable Windows Firewall in order to upgrade Windows Live Essentials.

But now -it seems Windows Live Essentials is completely uninstalled, and whenever I do reinstall it nothing gets installed, although it says it was completed successfully.

Edit: found this link which I followed (regarding enabling Windows Firewall - http://windows.microsoft.com/en-NZ/windows-live/essentials-error-0x80070643-or-0x800706d9-enable-windows-firewall)

One option is to go to the services app and see if Windows Firewall is disabled. Change it to Manual and click Start. Install Windows Live then turn Windows Firewall off again...

Managed to change the service so I start manually, which allowed me to enable Windows Firewall. Then the Windows Live Essentials install was a success.
