some of my modems don't have the correct configuration to forward UDP 514 to a server.
Thomson TG585v8 needs a server to 'pull' the syslog to the correct destination. TD-8840 has a syslog client that should be able to forward UDP 514, but I think that was removed in the TD-8840T.
Some routers can be setup as a CIF client to 'locally' store the syslog on a remote syslog server.
And firewalls on the router are not blocking the inbound modem IP traffic from getting to your internal syslog server?
Most modem and router firewalls have no inbound ports open. Even in a half-bridge this may also be the case, but I've not checked, so I'm not sure.

I'm picking this is the case, the router blocking traffic from port 514 on the wan side of the firewall.
Unless I could say, accept 514 from this particular wan ip address (ie the modem) I wont be opening that port up.
