Microsoft, Apple and Google. They all charge $$ for a developer account if you wish to submit apps in their app stores. Developing is free. You can download the tools and make an app. But if you wish to sell it or have it made available to be download for free via the app store, you need that developer account.

You can download Windows 8 90 day trial and load it in a Virtual machine and do your app development on that? I have a developer account to side load apps from sites like xda-developer but mostly download and use apps from the official app store. You can create the app in the development tool on your PC and it will run it in a emulator so you can see how it behaves. Google's Android is the only development platform I know of, which will let you side load apps on to your device without signing up for a developer account.
Like I said, If you are studying in a known NZ institution, then you should sign up for free DreamSpark account. You get a free developer account and access to software like Visual Stdio 2012 Professional for free.
another possible stumbling block for cheap phone development is that to run the windows phone 8 emulator you need a pc with a chipset that handles hardware assisted virtualization.
