gehenna: During the water shortages in Australia they gave us egg timers with suction cups to stick to the shower wall.

Not every machine has to have a microprocessor :)

Send them the bill/increase their board for the extra time they have in the shower.
So what is the average acceptable time to be in the shower ?

Motor camps have pay-as-you-go controllers that run the shower for a preset time....
You could get one of those and give them 7 tokens. They can use them all at once or spread them over a week.

Failing that set up a timer for Navy-showers (see below). This'll learn em.
1 min water on
1 min water off (soap up)
1 min water on (to rinse)

chevrolux: I would just smack an electronic solenoid in and then control it with an Arduino. have a button next to the light switch that starts the timer and open the solenoid and then shuts it off for x amount of minutes after the time is up so they can't just press the button again. Would be super simple. Hardest (and probably most expensive) part would be installing the solenoid.

Ideal for our new house where the pipes run through the ceiling near the extractor fan and heat lamps.  The fan/lamps can be used to start the timer.  No need for any extra switches on the wall.
