Can you live at and later sell your house if you do not have a electrical certificate of compliance?

If the power is on during the durationn then yes I believe. However, if at some point the electricity has been disconnected for safety, the site wont be relivened/reconnected until the certificate of compliance has been completed. Only a certified electrical inspector can issue this certificate.

Thankfully the electrical regs are not retrospective like obnoxious laws like pool fencing.

In saying that it is something that does affect the value of a house, because if you get an old place with a 30 amp supply for everything, its basically unlivable for more than 2 people since 2 heaters and everything else will be well over what you can draw without blowing the breaker, and the rewire costs for some old places can be massive if they have a flat cieling with no access to it easily.
