Specifically the Galaxy Note 10.1 GT-N8013 (Asia/Pac version is GT-N8010).

Is it just the firmware it ships with or something that makes it different? Am looking at wifi-only versions.

If one plans to root/update the device, does that make the model variants irrelevant or are they irrelevant anyway in the real world?

Darned if I can see any problem. My Galaxy Tab 8.9 is running the Malaysian ICS with no problems (that I know of!).

I have an old Chinese tab that doesn't seem to care whether it is in China the USA or NZ.

Just be careful with Chinese versions.

I brought a Chinese Transformer Prime, couldn't add a google account, and didn't have a google play store.

I managed to get the firmware over to a worldwide version which then gave me all that, but it's a risk you take.

It may be limited to just the 11/12 wifi frequencies allowed in the US. 

NZ has 13 and there are up to 14. (My understanding is that the 14th frequency isn't a legal wifi frequency in NZ, but 1 to 13 are.....)

I may be wrong there, but that's what my memory is feeding the awake part of my brain. :-)
