The story contradicts itself.

"The Commerce Commission has raised the spectre of High Court action against Vodafone if the telco doesn't let Telecom customers keep their 027 numbers when switching to Vodafone's pre-pay service."

becomes

Mr Borthwick says the commission has the power to take the matter to the High Court.

"We are not actively exploring that option. We are just considering what the best way would be to go at this stage, but this is a power that we have."

which is quite different.
