Aussie politician moots creation of telecoms monopolies

This story from Australian IT quotes Senator Stehpehn Conroy as saying "While the joint venture partners would be permitted to be retail players, the joint venture company itself would be precluded from being a retail player," and that phone companies could band together to provide investment in fibre services that otherwise might not occur. Interesting stuff...
