Why is "Format" next to "Eject"

When I right click a removeable drive in Vista, the menu displays the Format (least used and most dangerous) command right above the Eject (most used and least dangerous) command.

Potential for oops!

I first thought about it while reading a Microsoft blog and he was poking fun at MS about it, which I thought was in good spirit. (although another humour-less MS employee commented on my blog pointing out that I was wrong and that it's not dangerous... sigh...)

"Are you sure you want to do this?" is still between you and danger,  but it is a well spotted danger.

Well, you do get a format dialog before you can actually wipe it, but you do have a point.

I usually use Safely Remove Hardware icon to eject my drives though.
