Are their any phones out there for this without breaking the bank?  Ie there are $500 handset with a $8/mo simcard to simply makes calls and send text but that's too expensive - he won't be using apps or going online.  The Samsung J2/J5 even the S5 Mini / S6 don't support writing words with a stylus / finger.  The Samsung Note and the LG G does (and the iPhone 5s but he doesn't like it because after each  character you have to press something to accept it before writing more words).  Any other option?

Requirements:

Able to install Chinese language and he can send (standard) text message to cellphone numbers by writing.

Obviously to make (standard) calls.

He won't be using any apps or going on the Internet.

Thanks.

There is an app available for most Android phones that may be of help. More info here app seems to be able to be used with finger or stylus and has Chinese language available.

Thanks for that.  He had a try and seems happy with it.
