tims: ballcock valve assembly in hot water cylinder's header tank does not completely shut off

From an Auckland perspective this entire header tank arrangement seems odd to begin with : )

Why so? A header tank was normal before pressure reduction valves became more usual for low pressure systems.

The PDGB PDF is useful in that it expands on the definition of tap "Repairing or replacing taps, tap washers or plugs, ball valves such as float valves and ball cocks in toilet cisterns; and" but then attempts to cloud the issue by "However, if the above circumstances involve fixing or unfixing waste pipes or water supply pipes then it becomes restricted work and an authorised plumber will need to be engaged to do the work." This seems a nonsense as how can you replace a tap without unfixing and refixing the associated pipe.

I note that there is no mention on the Board's site of one of NZs biggest ballcock ups in recent years, the 10 story appartment block in Wellington that had its sewage connected to the waste water pipes that discharge into the harbour.
