They also nixed the ELVs in 2009 because fewer penalties and more free kicks wasn't how they wanted to play rugby. You had the ridiculous situation where the SH teams played ELV competitions and then had to play end of year tours under the old laws and then the Brits just said "nah we don't feel like changing" and it was a waste of an entire season of rugby.
They also spent years criticising the All Blacks and undermining NZRU's moves to try and bring the Pacific teams into the fold by claiming we were more interested in developing the local talent pool to pillage for ourselves. They got very quiet about that a few years ago when they started fielding more players born in the Pacific Islands than the All Blacks, for some inexplicable reason.
To give further context, without a global season, NH and SH teams typically only play each other during tours at the end of the year, where one team is at the end of their season and the other is at the start. Also juicy matches like the winner of Super Rugby playing against the winner of their equivalent competition in the North.
England was also opposed to a Rugby World Cup in the first place. NZL convinced them to allow it to go ahead.

South Africa still have a 100% record in RWC finals: now it is three out of three.
Southern hemisphere teams have now won 8 RWC finals; northern hemisphere teams have won only 1 final. That's an amazing statistic. That's almost as good as the All Black's win ratio and world ranking dominance.

Of course that wasn't actually what happened. The full ELV process took around 4 years and had numerous trials, including Stellenboch and numerous domstic leagues.
There were 10 ELVs brought in after 2009. SANZAR had chosen to trial additional ELVs, without consensus with the rest of the world. It was hardly surprising that the rest of the world wasn't interested.
That was SANZARs choice and the result is on their heads.

The beginning and end to the season tours were never going to change. The main proposal I saw was that the window was going to move to July, which would have been good for SANZAR. It also created the issue with northern hemisphere players possibly having an 11 month season and playing domestic rugby in June. The players hated the idea.
The big issue with the six nations was around the premiership clubs wanting to reduce it from 7 weeks to 5. That was the deal killer. The home unions were ok to move it back a couple of weeks.
Ireland and Wales rely on the six nations for their financial viability so it's also pretty understandable that there were concerns. It's also the best annual rugby tournament in the world and has been going for 135 years. The northern hemisphere stakeholders are far more complex than the southern hemisphere
The World League proposals were really half baked to begin with. It would have involved absolutely flogging the players and probably killed Lions tours. It also removed free to air TV coverage from the home unions which is a non-starter.
The reality of the global economy means that the UK and France have massive internal markets and will always have much more money. New Zealand rugby can't get people to go to games anymore where the northern hemisphere club games are mostly sell outs. We're not always right with the ways we do things.

If I was a coach I would see Australia as an opportunity. While their results are well below par, there is a lot of talent and culture there. Make a name for yourself
