That's a fine line as the US is a federation of states - each with self-government rights.  The EU went to pains to avoid use of the "F word" (federation).  The UK apparently didn't wish to fall for that.

 

Plenty of regions with secessionist movements are "occupied". It depends who you ask - and how you ask.

 

The village of Winneconne seceded from the state of Wisconsin for one day in 1967.

Scotland cannot unilaterally decide to leave the U.K, London would have to approve and provide the legal process for this to happen.

The same for any State or Commenwealth in the USA, Washington would need to approve and provide the legal process, that is never going to happen.

There are mild grumblings of support from within the GOP that if California exited, then because it's a large population with a history of overwhelming voting for democratic presidential candidates, if they left then that would "dilute" the democrat popular vote for the remaining states.  An issue that California has is that it gets only 10% of the electoral college votes, despite being 12% of the population and providing 14% of the US federal tax base.  That's an issue unlikely to be fixed by the GOP for obvious reasons.

 

Anyway, this is off-topic.

So as I said London provided the legal foundation for any seperation from the UK.

The moves made by Scotland were legally done with approval of the Crown, Scotland was not attempting and will not attempt unilateral decisions and moves to leave the UK. Although different the UK moves to exit the EU are being done under the legally sanctioned  procedures but is not the same 

 

as a US State or Commonwealth succeeding from the Union.

 

The current President does  not have  huge approval however his actions would not motivate a State or Commonwealth to commit self destruction.
