I think it has to do with how politics have been working for a while now. It is typically a beauty contest more than a contest to find the people best qualified to run a nation.

She is also defending her decision in 2013 when, as Justice Minister, she removed a review of counter-terrorism laws from the Law Commission's work programme saying "there does not appear to be any substantial or urgent concerns arising from the operation of the [Terrorism Suppression] Act".

Isis only came to prominence a year later and a lot of security agencies didn't foresee the rise of a terrorist entity that had slick social media use and the ability to rapidly distribute material. Holding that against Collins with the benefit of hindsight seems a bit much, given they've offered support to the government to pass the updated legislation under urgency.
