Buy TNZ microSIM + top-up at the Warehouse. Enter SIM. No service is displayed. Go to settings and manually select TelecomNZ after it finds all 3 networks  Still no service. Go to SIM applications and see a roaming menu app. Select manual, asks for a code which seems to be the PUK, so do that and still no service.

To test coverage insert a Skinny microSIM (hopeless as the url in the SIM guide takes you to a 404 page) and Telecom NZ comes up straight away with full signal strength.

Is this a non-registered SIM for the iPad? Anyway to activate this without a call to the contact centre and a wait of 20 minutes to get it sorted?

Was an insurance replacement  for a damaged Ipad 2 bought at Harvey Norman - so can assume it is official NZ distributed product.

Sounds like an unactivated SIM, call Telecom.

I had a new SIM that was bung on the network, and they livened it up within minutes, same with another one that had been unused for quite some time.

make sure you have the APN set - internet.telecom.co.nz

If thats not in there you won't get anywhere (we have loads of problems with this falling off our iPads).

I had to register my $19 data pack sim card with Vodafone before it registered, it was a little painful but I ended up inserting it in my Iphone so I could recieve the activation text message.

I could have called them to do it also but like the OP I didn't want to sit on hold for ages.

think there is also a way to enter the sim card number online to activate it, that is for Vodafone but I would also try to see if you can do it on Telecom.
