Remember the difference between "average" and "median".
Median simply means that ~half of their customers use <≈4GB/month. If they have dominant portion of older customers, or customers with little interest in steaming/downloading, then it's possible to have a median of ≈ 4GB/mth, with an average of ≈ 1TB/mth.
