Spotted on top of Frobisher St, Wellington. Around a month ago some work was done to replace the light pole. At first, I thought they were going to be putting a pole mounted cell site on it however mounted this instead:

Now I am curious with what it is. Anyone have any ideas?

Is it near a prominent bus route?

If so, likely bus location tracking node. Or relay for WiFi traffic cameras

It is indeed near a bus route for Island Bay so this could be an answer.

ZollyMonsta: BMS (Bulb Management System)? 😉

This actually isn't a stupid answer either considering a tweet I got from Wellington City Council:

Kia ora Michael. The lights currently flash while sending messages back to the system & we're working with our suppliers to get it rectified. If the lights strobe/flicker continuously that would be a fault and we would log this to be fixed. ^Heather.

I bought a spa pool from that street a couple of years ago and thought that it might be a good omen that the street name is an anagram of my name (Rob Fisher)

I've been wondering for some time as well.  In Napier we seem to have what look like TV aerial masts (aka 'hockey sticks') on the odd street light in random places.  There's no visible antenna, just the stick but it might contain the antenna to protect it and what looks like a loop of coax coming out of it.  One location I'm thinking of is on a residential side road, not on a bus route, no nearby traffic cameras and about 2km away from a railway line.

I'll try to remember to take a photo of one that's close to home - which IS right next to a level crossing and on a bus route.
