Been on the cards for quite a while according to a mate who is a sales rep for them.

 

Apparently they have actually built a network of some description too, rather than just resell a wholesale product. Although I assume they must be reselling tails at some point or else they have insanely deep pockets to install POP's throughout the country.

Well they do have an ASN: https://bgp.he.net/AS136795 (I don't think Stuff Fibre do.)

Stuff fibre don't have a network. They're essentially just a reseller of Devoli (previously Vibe) services.

Yea quite possible to have an ASN and not run the network - we have that option with 2talk whitelabel for example.
I would assume Voyager/Vibe/Vocus/etc would make that an option for people too.
