Part of the recent domain restructure opened the second level use for NZ. Yes

You now have (or soon will) that as an option when purchasing domain names.

I hear it is coming, but no date yet.  I'm keen as well.

So " -.nz" is a new alternative, not a wholesale replacement of "-.co.nz" as interpreted by the OP.

Correct.  But it's a bit more involved than a usual tld registration, at least for the time being.

Excellent.  So now I'll have n+1 domains I need to register to prevent domain squatters.  Thanks, DNC.

I argued against this when it was proposed, and I oppose it now.

Not just prevent squatters but people who will set out to scam / mislead others e.g. anz.nz asb.nz and so forth (Although probably unlikely for banks)

There is a priority registration process, if you have a domain on the 3rd level (example.co.nz) you are potentially able to register the 2nd level (example.nz) if it's not conflicted.  If it's not conflicted, you can go into mediation, or it seems you can opt to forever conflict it and block 2nd-level registrations.

I.e.  if example.co.nz and example.org.nz both qualified for priority registration but were owned by different people and couldn't work out their differences, one of the owners could decide that that to avoid confusion that it's better that neither be allowed to register in the 2nd level and ask DNC to conflict the domain in the 2nd level, the way I read the interim rules the domain 'example.nz' would then forever have the status 'CONFLICTED' (or something like that) and be unregister-able.

Good idea in my opinion, although they seem to have inserted the ability that the rules are subject to review/change at-will, so who knows.

You can't yet, you need to wait for the sunrise period (priority registrations for people that hold 3rd level .nz's) and then wait for open registration.

More info due sometime this month, but the DNC has already announced that open registrations won't be available for at least 6 months (i.e. there is a 6 month sunrise/preregistration period).

See http://dnc.org.nz/story/more-options-nz for details.

Does anyone know if I can register an existing 3rd level (that I don't really want but would be my next choice) to unlock the possibility of preregistration of the 2nd level?

Edit: Read the link, the answer seems to be no, need to have been registered before Feb 11. I'll have to wait and see then...
