Adobe Lightroom is pretty cool. It does management (tagging, keywording, etc..) as well as editing. Not free though but will be $15 per month (incl Photoshop as well)

Has your friend considered Google Photos?

My views (except when I am looking out their windows) are not those of my employer.

Microsoft photo gallery is the best for me. You can still download it if you look around.

I find the adobe user interface to be a bit clunky and slow (even on my 8th gen I5 cpu). Adobe offers way more functionality but if you just want a simple management tool then who cares?

Picasa is good too, but, I found tagging on microsoft photo gallery to be better.

It's such a shame that Picasa got cancelled. We migrated to Google photos and now like the experience but it was painful while photos got up and running properly

We still use Picasa, I just like the simple interface and easy editing tools. I think you can still download it

The options have not improved in recent years. Major applications have been discontinued, forcing migrations to gain new features. But we've been losing old features we depended upon and having to put up with new incompatibilities:

  • Apple: Aperture 2005-15; Photos 2015-
  • Google: Picasa 2004-16; Photos 2016-
  • Microsoft: Windows Live Photo Gallery 2006-2017 ; Photos 2012-

Anyway, here's a couple of articles that give a range of free options:
