Will this device work on the Telecom network?

By itself it will not work on either telecom or vf's networks. You will need an additional t-stick (of which there will be ones supposrted by both if required).

You will need a USB modem for that to work on any network, not only the SIM card.

I should have been more clear. I have the USB T-sticks as well. My issue is sharing my Telecom data connection between a couple of laptops.
