I need to obtain a SIM card (maybe Vodafone can supply... but anything will be good) which can be set up for dynamically assigned public IP address but to be pre-assigned such that the address does NOT begin with either 196 or 10..?  Anyone done this in NZ?

SIM card has nothing to do with the IP range allocated.

 

All carriers use CG-NAT so you will get a non public IP using their default APN's. Various APN's available from the big carriers can give a public IP but this will be firewalled for inbound uninitiated  traffic. There are plenty of threads and sticky posts here discussing these.
