While a phone is roaming, do diverts (i.e. to voicemail or to a company main line) occur as if they are in NZ or the foreign network?

My understanding was that the divert is set up on Vodafone's network, and therefore should occur from NZ?

E.g. call to 021xxxxxx diverts after 20 seconds due to no answer to 09xxxxxxx should be rated as a home call (as the foreign network didn't divert it, Vodafone diverted it).

Also if a call did divert, then the customer should not be billed for the $1 on an incoming call, correct?

My understanding is that of late last year diverts and voice mail will work while roaming on the vast majority of networks.

Previously this only worked in Australia, or if your phone was turned off - ie if you were in the UK and had your phone switched on after the ring timeout the call would automatically be dropped as their was no return path for the voicemail. Voicemail and diverts would work if your phone was turned off.

The reason I ask is that I've just been in the USA for a week and have been billed $60 for roaming even though I didn't answer a single call.

Our company has its own voicemail platform that all the mobiles go to (so that we have 1 voicemail box with email support). In NZ we have it as a FCN on our talkZone so all the mobiles come through for free.

I've got charges for $1 all over the place as well as $2.28 for calls back to the voicemail number in NZ, even though I never answered these calls.

The Vodafone help-desk have offered to credit them, but I think they're incorrect in the first place as if the divert occurred in NZ, then I shouldn't have the charges at all.

Trying to get them to log this with their technical people but they're insisting it's correct as-is.

Surely AT&T (who I roamed on) didn't divert the call? Therefore AT&T wouldn't have billed Vodafone?

Also I have charges for calls that went to voicemail while my phone was out of coverage (I've checked the missed calls on my iPhone and there isn't close to the number of calls I've got charges for).

Ahh that's a different case then.

You've always been billed when roam forward did work, ie in Aussie where it did work. If you didn't answer a call and it diverted to VM or another number you had to pay the $1 per minute roam forward fee while somebody left you a VM message. Vodafone have never actually made mention of this pricing anywhere on their website.

With the network upgrade to support a return path they have clearly not decided to flag this charge, which actually was an incurred cost due to the way roaming worked.

So who diverts the call then? I would have thought the call flow looks something like:

1. Incoming call - send it to the SIM associated with that number.
2. SIM is roaming, send to foreign network.
3. Handset does not answer after CFNA timeout, pull call back from foreign network.
4. Divert the call to the CFNA destination number.

Therefore the divert actually occurs on Vodafone's network. AT&T have no idea what my call forwarding settings are...?

Have attached my CDR from My Account, you can see for example on the 20th Nov @ 0903 I've been billed $2.28 for someone to hit my voicemail. There is also a ton of instances where I've been charged $1 for the incoming call even though I didn't answer any (have screenshotted the call log from my iPhone).
