Im looking for recommend video card to drive 2x U28E590D. Currently have a GTX 570 which doesnt have a high enough max resolution.
This isn't for gaming, will be used for video editing.

Two budget cards that can do 4k is probably the cheapest option if you have multiple x16 slots.

If you need that on one card, you probably need to spend an organ or three.

You can pick up a 7770 "new" for less than $200 that has a pair of Display Ports, or you could find a GTX 950 or 960 under $300.

Anything I say is the ramblings of an ill informed, opinionated so-and-so, and not representative of any of my past, present or future employers, and is also probably best disregarded.
